Many IFUT members may not be aware that the Irish Federation of University Teachers is officially recognised as a nominating body for elections to the Cultural and Educational Panel of Seanad Éireann.
This status provides IFUT with an important, if infrequently exercised, opportunity to contribute directly to Ireland’s parliamentary democracy. It allows the union to consider supporting and formally nominating a suitably qualified person to contest an election to the Seanad.
A vacancy has arisen on the Cultural and Educational Panel following the election of former Senator Seán Kyne to Dáil Éireann in the Galway West by-election. His election to the Dáil on 22 May 2026 automatically brought his Seanad membership to an end, creating a casual vacancy on the panel. The vacancy was formally announced in Seanad Éireann on 26 May 2026.
It is important to clarify that this is the Cultural and Educational Panel, rather than a Seanad committee. It is one of the five vocational panels through which 43 of the Seanad’s 60 members are elected.
The Cultural and Educational Panel
Article 18 of Bunreacht na hÉireann provides that candidates for the vocational panels must have knowledge and practical experience relevant to the interests represented by their panel.
The Constitution describes the remit of the Cultural and Educational Panel as:
“National Language and Culture, Literature, Art, Education and such professional interests as may be defined by law for the purpose of this panel.”
Education is therefore at the heart of the panel’s constitutional remit. As the only trade union dedicated exclusively to representing academic and academic-related staff in Ireland’s universities, IFUT is well placed to identify potential candidates with substantial knowledge and practical experience of education, research, culture and public policy.
The Cultural and Educational Panel elects five Senators. Candidates may be nominated either by members of the Oireachtas or by organisations entered on the official Register of Nominating Bodies. IFUT is one of those registered organisations. The nomination and election arrangements are principally governed by the Seanad Electoral (Panel Members) Act 1947. In the case of the present vacancy, because the seat was held on the nominating bodies sub-panel, registered bodies associated with the Cultural and Educational Panel, including IFUT, may participate in the nomination process.
The eventual electorate in a vocational-panel bye-election is not the general public or the university graduate electorate. It consists of the serving members of Dáil Éireann and Seanad Éireann, voting together.
An opportunity for IFUT members
IFUT wants to ensure that our members know about the union’s role in this process.
Any member who believes that they, or another suitably qualified person, could make a valuable contribution to Seanad Éireann may approach IFUT to seek the union’s support. A person seeking nomination would need to demonstrate the level of knowledge and practical experience relevant to the Cultural and Educational Panel required by the Constitution and electoral legislation.
Expressions of interest would be considered through the appropriate decision-making structures of IFUT. Seeking the union’s support does not, in itself, guarantee nomination: IFUT may nominate only one candidate in respect of this vacancy, and any nomination would require careful consideration and formal approval.
Nomination timetable
As of 14 September 2026, the formal order setting the dates for this Seanad bye-election, including the statutory closing date for nominations, has not been published. The vacancy must be filled through the statutory bye-election process, and the relevant dates will be confirmed by the appropriate authorities.
Given that the period available for preparing and approving a nomination may be relatively short once the formal timetable is announced, anyone interested in seeking IFUT’s support should contact the union as soon as possible rather than waiting for the statutory closing date.
