Important Update: Final Phase of Building Momentum Due on October 1st, 2023

We are pleased to inform all members and staff in Higher Education Institutions (HEIs) that the last phase of the Public Service Agreement, "Building Momentum - A New Public Service Agreement 2021-2023." is set to take effect from October 1st, 2023.

Application and Scope:

The pay adjustments outlined in this agreement will be applied from October 1, 2023. It is crucial for all staff members in HEIs, including hourly-paid staff, to be aware of these changes.

Pay Increases:

Under the reviewed "Building Momentum" agreement, the basic salary will be increased by 1.5% or €750, whichever is greater, effective from October 1, 2023, in accordance with section 3.1 of the agreement.

Overtime and Premium Rates:

Payment for overtime rendered on or after October 1, 2023, should be calculated based on the revised pay rates outlined in the agreement. Premium rates of pay, calculated as specific percentages or specified proportions of basic salary, should also follow the revised rates.

Pension Updates:

The principle of pay parity in pension increases for pre-existing schemes is agreed upon until the end of 2023, as per the amended agreement under Building Momentum. Increases should be applied to pensions in line with this policy. For further guidance and inquiries related to pensions, refer to DPER Circulars or contact pensions@per.gov.ie.

Single Public Service Pension Scheme:

It's important to note that Single Scheme pensions in payment for former public servants who served in grades covered by this agreement will not be adjusted based on the revisions of basic pay outlined in Section 3.
