“If there are issues in higher education that Minister Coughlan is concerned about and does not understand, she should come to us”, said the General Secretary. “Who is better able to speak knowledgeably about an issue such as Grade Inflation: the people who work in the system, or the CEOs of two multi-national companies?”

Discussing the current national situation, Mike Jennings stressed that no national sense of common purpose exists. He said the economy has been mismanaged into a spectacular collapse and that many of the most objectionable aspects of the ‘transformation agenda’ for higher education will not result in any significant financial savings.

“For those of us who work at the service of the public good there is a constant belittlement of what we are, who we are and what we do. Making do with income cuts of between 17% and 20% is not easy.

“It is not just the loss of income imposed by a discriminating pension levy, by increases in taxes and by reductions in salary. Threats to our employment contracts, asking us to sign up – sight unseen – to a Higher Education Review Body Report which has not yet even been written and attempts to make us spend endless wasted hours counting and accounting for every minute of our days, are not based on the need to spend money more wisely. They are petty, ideological-inspired attacks on the whole fabric of a higher education system which some of our controllers have never understood and never valued.”

“In spite of underfunding, the Irish University system is a successful university system. The Heads of the Irish Universities regularly report that the Irish University system is about half the cost per student as an equivalent UK University”, the IFUT President said. Quoting a recent EU Report, he pointed out that Ireland is at the top of the ‘efficiency’ league table and stressed that:

• Irish graduates are the most highly employable in Europe;
• Irish universities have the highest graduation rate in Europe;
• Ireland has the highest percentage of graduates in Europe;
• Universities in Ireland, Finland and Sweden are given the highest ‘excellence’ rating by academics in other EU countries.

“The Universities are being ruined by the Government embargo and moratorium. Posts in Universities remain vacant as the Government refuses to allow their filling; as a result departments are struggling to maintain their courses.”

Hugh Gibbons concluded by stressing the breadth and variety of University research and the narrowness of the Department of Finance interest. “Universities carry out all kinds of research: research that is socially useful, that investigates the fundamental properties of nature, research into mathematics, into our history, languages, culture, education and even economics. The only research the Department of Finance is interested in, is research that would give rise to a commercial return and this mostly relates to Science and Engineering.”

“While recognising that there are some positives in the proposed agreement, the offer of a blank cheque for the renegotiation of staff contracts, with fundamental and far reaching implications for educational standards, is simply not acceptable,” IFUT General Secretary, Mike Jennings, stated.

The Executive of IFUT also decided that the conditions of employment of its members will not be subject to aggregated vote by other unions on the proposed agreement and reserved the right to make whatever decisions are necessary if members’ jobs and conditions are put in jeopardy.

The matter will be put to a full ballot of the union’s members following its Annual Delegate Conference on 24 April next.

The leadership of the unions is determined to reflect the anger of teachers at the budget cuts to salaries and changes to pensions through a sustained campaign of opposition.

The four unions said the unilateral imposition of a pay cut in the budget was completely incompatible with social partnership, which in the view of the four teacher unions is now over.

All of the unions categorically rejected out of hand any suggestion that talks on a transformation agenda could continue. The unions said Government had its chance to talk last week but spurned the opportunity. “Those talks are over,” said a spokesperson. “They will not be restarted.”

“Cut the pay of an already demoralised staff, cut staff numbers to the bone and cut the funds needed to replace creakingly inadequate infrastructure – that seems to be the Government’s only mantra.

“Not alone are wages being cut on reduced staff numbers at a time when ever-greater numbers of young people are seeking to better their employment opportunities through third-level education, the Government is ominously planning further cuts through what they term ‘non-pay efficiencies’”, Mr Jennings said.

“If they cut our pay, they can hardly expect us to continue working as though nothing had happened. I expect that IFUT members will disengage from non-core duties, particularly in the administrative area”, said Mike Jennings, General Secretary.

IFUT will also re-ballot its members to take part in any national or education sector-wide strikes in opposition to a pay cut for these members.

“At a time when there are more students than ever before in Higher Education, a combination of the drastic understaffing caused by the misguided staffing embargo and the collapse of morale caused by the cut of pay seems guaranteed to do untold damage to the education system just when so many more people need it”, said Mr. Jennings, who was speaking following a meeting of the National Executive at the weekend.

The latest ESRI figures on a public and private pay differential between higher education staff are extremely misleading and yet again mischievously add to the drip-feed of misinformation supporting a patently flawed agenda. By failing to compare like with like, this piece of research is essentially redundant.

TUI General Secretary, Peter MacMenamin, said:
“To attempt to compare these completely different forms of employment is a pointless exercise that adds nothing but unhelpful clutter to any reasonable, intelligent public discourse.”

“It is unusual that the two unions that represent third-level combine to take a stance like this. It illustrates the level of what we see as a complete misunderstanding of the essential characteristics of a valid and internationally respected education system.”

The General Secretaries and Presidents of the four Teacher Unions issued a Joint Statement after their meeting today (Tuesday, 22 September 2009). “We want to send a crystal clear message to An Taoiseach and his Ministers that we will not accept the scape-goating of our members to pay for a financial crisis which we did not cause.

“Teachers and lecturers have already suffered a severe drop in living standards. If more pain is necessary, it must be spread fairly and evenly over those who can most afford it. Singling out public servants for special treatment is nothing more than an ill-thought out recipe for social division.”

IFUT General Secretary, Mike Jennings, said that IFUT wanted complete transparency in the payment of allowances and was critical of those allowances which were not directly linked to the performance of extra duties. However, he was clear that with regard to those “legitimate” allowances that were paid to staff for taking on additional workloads, IFUT members would not be performing such role if they were not paid the allowance.
