<p>In the ballot, 67.68% of the membership voted ‘No’, while 32.32% voted in favour.</p>
<p>IFUT General Secretary, Mike Jennings, said the vote “reflects the strong determination of our members not to have their job contracts put forward for binding arbitration.</p>

			<content:encoded><![CDATA[<p>The Irish Federation of University Teachers (IFUT) has welcomed the candour of the Chief Executive of the Higher Education Authority, who has warned higher education staff of plans to make fundamental changes to their contracts, to close courses in colleges and extend the academic year radically.</p>
<p>IFUT General Secretary, Mike Jennings warned that the HEA’s rôle should instead be to seek to expand education access at a time of increasing demand and to assist in plans for economic recovery.</p>
<p>“A less candid man would not have been so open about cutback threats at a time when academics are voting on the “Croke Park Proposals” which, if accepted, would give the Government a blank cheque to impose all of these things without any meaningful regard for the rights of staff. I am sure that all IFUT members will now understand more than ever the necessity to reject the ‘Croke Park Proposals’ ”, said Mr Jennings.</p>
<p>Mr Jennings warned that the HEA&#8217;s analysis was “more sensational than thorough”. “How can you possibly say that our education system lacks critical mass at a time when we have historically high numbers of students in the system? How can you possibly argue, just when the points race is beginning to start up again because of the imbalance between student places and demand, that now is the time to start shutting down courses and colleges? It would be much more consistent with the rôle of the HEA were it to lobby hard for more funds for our seriously underfunded higher education system, rather than attacking that system and asking it to shrink itself,” said Mr Jennings.</p>

			<content:encoded><![CDATA[<p>A little respect for the stakeholders in the higher education sector and the avoidance of &#8217;stunts&#8217; and &#8216;cheap fixes&#8217; will go a long way and will be reciprocated, the General Secretary of the Irish Federation of University Teachers, Mike Jennings, told newly-appointed Minister for Education, Mary Coughlan, at the 2010 IFUT Annual Delegate Conference today (Saturday, 24 April 2010).</p>
<p>&#8220;If there are issues in higher education that Minister Coughlan is concerned about and does not understand, she should come to us&#8221;, said the General Secretary. &#8220;Who is better able to speak knowledgeably about an issue such as Grade Inflation: the people who work in the system, or the CEOs of two multi-national companies?&#8221;</p>
<p>Discussing the current national situation, Mike Jennings stressed that no national sense of common purpose exists. He said the economy has been mismanaged into a spectacular collapse and that many of the most objectionable aspects of the ‘transformation agenda’ for higher education will not result in any significant financial savings.</p>
<p>&#8220;For those of us who work at the service of the public good there is a constant belittlement of what we are, who we are and what we do. Making do with income cuts of between 17% and 20% is not easy.</p>
<p>&#8220;It is not just the loss of income imposed by a discriminating pension levy, by increases in taxes and by reductions in salary. Threats to our employment contracts, asking us to sign up &#8211; sight unseen &#8211; to a Higher Education Review Body Report which has not yet even been written and attempts to make us spend endless wasted hours counting and accounting for every minute of our days, are not based on the need to spend money more wisely. They are petty, ideological-inspired attacks on the whole fabric of a higher education system which some of our controllers have never understood and never valued.&#8221;</p>

			<content:encoded><![CDATA[<p>The Irish University system has always had to struggle and was never properly funded, even during the years of the Celtic Tiger, the President of the Irish Federation of University Teachers, Hugh Gibbons, said in his address to the 2010 IFUT Annual Delegate Conference today (Saturday, 24 April 2010). Now the Irish University system is being ruined by the Government embargo and moratorium on appointments, the blocks on promotion and cuts in institutions&#8217; core grants.</p>
<p>&#8220;In spite of underfunding, the Irish University system is a successful university system. The Heads of the Irish Universities regularly report that the Irish University system is about half the cost per student as an equivalent UK University&#8221;, the IFUT President said. Quoting a recent EU Report, he pointed out that Ireland is at the top of the ‘efficiency’ league table and stressed that:</p>
<ul>
<li>Irish graduates are the most highly employable in Europe;</li>
<li>Irish universities have the highest graduation rate in Europe;</li>
<li>Ireland has the highest percentage of graduates in Europe;</li>
<li>Universities in Ireland, Finland and Sweden are given the highest &#8216;excellence&#8217; rating by academics in other EU countries.</li>
</ul>
<p>&#8220;The Universities are being ruined by the Government embargo and moratorium. Posts in Universities remain vacant as the Government refuses to allow their filling; as a result departments are struggling to maintain their courses.&#8221;</p>
<p>Hugh Gibbons concluded by stressing the breadth and variety of University research and the narrowness of the Department of Finance interest. &#8220;Universities carry out all kinds of research: research that is socially useful, that investigates the fundamental properties of nature, research into mathematics, into our history, languages, culture, education and even economics. The only research the Department of Finance is interested in, is research that would give rise to a commercial return and this mostly relates to Science and Engineering.&#8221;</p>

			<content:encoded><![CDATA[<p>The Executive of the Irish Federation of University Teachers (IFUT) has decided unanimously to recommend rejection of the government’s proposed agreement with the trade unions on pay and conditions.</p>
<p>“While recognising that there are some positives in the proposed agreement, the offer of a blank cheque for the renegotiation of staff contracts, with fundamental and far reaching implications for educational standards, is simply not acceptable,” IFUT General Secretary, Mike Jennings, stated.</p>
<p>The Executive of IFUT also decided that the conditions of employment of its members will not be subject to aggregated vote by other unions on the proposed agreement and reserved the right to make whatever decisions are necessary if members’ jobs and conditions are put in jeopardy.</p>
<p>The matter will be put to a full ballot of the union’s members following its Annual Delegate Conference on 24 April next.</p>

			<content:encoded><![CDATA[<p>The General Secretaries and Presidents of the four teacher unions met this morning to consider the impact of the budget on teachers and their families and plan a response.</p>
<p>The leadership of the unions is determined to reflect the anger of teachers at the budget cuts to salaries and changes to pensions through a sustained campaign of opposition.</p>
<p>The four unions said the unilateral imposition of a pay cut in the budget was completely incompatible with social partnership, which in the view of the four teacher unions is now over.</p>
<p>All of the unions categorically rejected out of hand any suggestion that talks on a transformation agenda could continue. The unions said Government had its chance to talk last week but spurned the opportunity. &#8220;Those talks are over,&#8221; said a spokesperson. &#8220;They will not be restarted.&#8221;</p>

<p>&#8220;Cut the pay of an already demoralised staff, cut staff numbers to the bone and cut the funds needed to replace creakingly inadequate infrastructure – that seems to be the Government’s only mantra.</p>
<p>&#8220;Not alone are wages being cut on reduced staff numbers at a time when ever-greater numbers of young people are seeking to better their employment opportunities through third-level education, the Government is ominously planning further cuts through what they term &#8216;non-pay efficiencies&#8217;&#8221;, Mr Jennings said.</p>

			<content:encoded><![CDATA[<p>IFUT has declared that, if the Government cuts the pay of their members, then the Union will sanction an equivalent withdrawal of productivity.</p>
<p>&#8220;If they cut our pay, they can hardly expect us to continue working as though nothing had happened. I expect that IFUT members will disengage from non-core duties, particularly in the administrative area&#8221;, said Mike Jennings, General Secretary.</p>
<p>IFUT will also re-ballot its members to take part in any national or education sector-wide strikes in opposition to a pay cut for these members.</p>
<p>&#8220;At a time when there are more students than ever before in Higher Education, a combination of the drastic understaffing caused by the misguided staffing embargo and the collapse of morale caused by the cut of pay seems guaranteed to do untold damage to the education system just when so many more people need it&#8221;, said Mr. Jennings, who was speaking following a meeting of the National Executive at the weekend.</p>

			<content:encoded><![CDATA[<p>The breakdown today of talks between the unions and government on public sector pay talks represents a failed opportunity to get our economy and society back on track, Mike Jennings, IFUT General Secretary, has said.</p>
<p>“Government officials and trade unions negotiators had been achingly close to reaching an overall agreement which would have brought about an historic transformation of the public sector. By rejecting the deal, the Cabinet has returned us to the uncertainty and lack of direction that has plagued our economy and jobs market for over a year”, the General Secretary added.</p>

<p>The General Secretaries and Presidents of the four Teacher Unions issued a Joint Statement after their meeting today (Tuesday, 22 September 2009). &#8220;We want to send a crystal clear message to An Taoiseach and his Ministers that we will not accept the scape-goating of our members to pay for a financial crisis which we did not cause.</p>
<p>&#8220;Teachers and lecturers have already suffered a severe drop in living standards. If more pain is necessary, it must be spread fairly and evenly over those who can most afford it. Singling out public servants for special treatment is nothing more than an ill-thought out recipe for social division.&#8221;</p>
